Administrative Behaviors in Surat Yusuf 

In his article entitled "The Sites of Proverbs in the Holy Qur'an" (Dr. Ghanem, 2018)[1] he draws the general parameters of the sites of proverbs in the Qur'an in the various forms of their presentation. The first location: the analogy by example, the second site: the analogy with the sufficiency of the analogy, and the third site: the representation and analogy with the question mark, and he says in it: ".. The questioning style alone represents approximately one-fifth of the holy verses. This frequent use of the question may indicate its strength in the statement in general." Dr. Ghanem adds that Shaykh al-Islam Ibn Taymiyyah (661 AH – 728 AH) looked at the Makassed of Qur'anic proverbs in a deeper and more comprehensive way than other ancient scholars and their modernizers, and included the stories contained in the Qur'an among the Qur'anic proverbs. Making the purposes of the proverbs in one center is the center of legislation for reason to measure. It is deeper and more sober than the miraculous rhetorical view with a single center of consideration, evaluation of morality and refinement of behavior, is more comprehensive, and is evidence of the legitimacy of measurement. The stories are all proverbs, and they are the origins of measurement and consideration. In light of this, there are administrative behaviors in Surat Yusuf, such as organizational empowerment. One of the purposes of the Qur'anic stories is to confirm the care and mercy of Allah the Almighty for believers, and Surah Yusuf has made it clear that the adversities to which the believer is subjected are a plague and the consequence is good for those who fear, which is the promise of Allah blessed and exalted sincerely; which does not follow through on his promise. In the opening of the Surah, Allah the Almighty says: "Allah the Almighty says these verses of the book that is shown, we have revealed it as an Arabic Qur'an, so that you may reason, we lack on you the best stories of what we have revealed to you this Qur'an, even if you are before it to those who are unaware" [Joseph: 1-3]. In the same surah, Allah the Almighty says, in the words of Joseph, peace be upon him: "He who longs and is patient, Allah does not waste the wages of the benefactors" [Joseph: 90]. The best stories Allah the Almighty says, "We lack on you the best stories" [Joseph: 3], and the question that comes to mind: Is the story of Joseph (peace be upon him) the best story? And is it better than the stories of Moses and Hood? And others, peace be upon them? Ibn Taymiyyah (may Allaah have mercy on him) responds by saying that the word stories came with conquest, and the Almighty did not say the best stories by breaking. But some people thought that the best stories were meant to be broken, and some wondered why they were the best stories? However, what is meant by saying the best stories is not only Joseph's story, but rather what God has told you blessed and exalted; and what goes into the best stories. The story of Yusuf (peace be upon him) is one of the best stories that has not been told in the Qur'an. People may be oppressed, envious, called obscene, and plagued by the king, but not those who are not mentioned in the Qur'an who feared God and were patient like Joseph, nor who had the best consequences in the world and the afterlife such as Yusuf (peace be upon him) (Al-Shinqiti, 2007)[2]. What is meant by saying Almighty is that we lack the best stories on you; that is, everything that Allah has told is blessed and exalted; and it is not related to the surah of Joseph; and for this reason the Almighty said what we have revealed to you this Qur'an and did not say what we have revealed to you this surah. Organizational Empowerment God says in the words of Jacob, peace be upon him: "My son, do not recount your vision to your brothers and sisters and they will make you a kid, that Satan is a manifest enemy of man, and so your Lord will meet you and teach you from the interpretation of the hadiths and his grace will be done on you and on the family of Jacob as he completed it on 0 of your parents by Abraham and Isaac that your Lord is wise and wise" [Joseph: 5-6]. The two holy verses included several elements in the planning, as follows: – Taking into account the external threats represented in the surah in the kid of Joseph's brothers, because Satan the first enemy of the sons of Adam will whisper to them and decorate them with this kid. – The plan is confidential; in order not to cut the vision on anyone, until the goal can be reached. – Setting the goal, which is for Allah the Almighty to meet Joseph, choose him, teach him the expression of visions and be blessed with prophecy. Just as the plan was secret and the goal was clear, the stages of Allah's empowerment of Yusuf (peace be upon him) were mentioned in the surah in a phased manner, commensurate with the goal. Empowerment means giving the members of the organization the opportunity to be able to control working conditions, such as participating in decision-making, and dealing positively with variables on their responsibility, with the importance of providing modern means that lead to an appropriate environment for the possibility of implementing their ideas and initiatives. The most important conditions for God's empowerment of His servants in the earth are the following: – Faith in Allah the Almighty, and the translation of this faith in good deeds, which is manifested in the behavior of worshippers in life and their dealings with others. Faith and good deeds are prerequisites for empowerment. – Patience and steadfastness to the command of Allah the Almighty; and endure hardships and difficulties in order to call to Allah the Almighty, and the prophets and the righteous ancestor have set an example in this. – Ensuring the application of the law of Allah the Almighty in the land; one of the requirements for achieving the legitimate emulsification in the earth. The verses that illustrate the stages of empowerment are as follows: Allah the Almighty says: – "And so we have enabled Joseph in the earth and let us teach him from the interpretation of the hadiths, and God is predominant over 0 things, and that most people do not know" [Joseph: 21], that is, for Joseph (peace be upon him) to learn the expression of visions. – "When he reached his greatest height, we brought him judgment and knowledge, as well as the reward of the benefactors" [Joseph: 22], for wisdom and science are means of empowerment. – "And the king said to me that I would draw it out for myself, and when he spoke to him, he said that today we have Makin Amin" [Joseph: 54]. – "And so you have enabled Joseph in the earth to take over from it where he wills, a share in our mercy of our will, and we shall not waste the wages of the benefactors" [Joseph: 56]. The purposes of the story of Joseph (peace be upon him) included the statement, the exaltation, the consideration, and the revelation of the years of Allah the Almighty in his universe. And it wasn't just preaching. At the end of the surah, Allah the Almighty says: "In their stories there was an example to the first of the hearts x what was modern and slanderous, and to believe what is in His hands, to detail everything, and to guide and mercy to the people who believe" [Joseph: 111]. Consideration, as Ibn Taymiyyah (may Allah have mercy on him) said, is the same analogy. Every human being has a share in a state of it. It is one of the best stories in general and not the best story in the Qur'an. Ibn Taymiyyah introduced Qur'anic stories into proverbs, and contain proverbs that are models of wisdom.
